making vape juice with an HCL.?

Hcls, hydrochlorides are acid salts. Lewis acids several names but they make a molecule more stable, which is to say, they raise the melting and boiling point a lot. That doesn't bode well for smoking usually. If you could just neutralize the Lewis acid somehow, neutralize it with something 
quench it maybe. Hmm I know when I want to smoke crack, the cocaine hcl just doesn't smoke worth a fuck, but if I add something basic it turns into cocaine base, the hcl goes away. Hydrogen chloride is a pretty strong acid so maybe I should try a strong base to neutralize it. I wonder if lye would work, it's a strong base. NaOH, sodium hydroxilye??

They react and neutralize each other okay so lets say i have essentially 100mg of oxy HCL and HCL probably being at or near its equivalence? what mole Naoh solution to be. or if you want to help me out with the math cause im no good at it what percentage soultion and how much soultion do i use? shouldnt i start with actually adding a small small amount of hcl to lower oxy sample down to ~3ph and then add Naoh soultion vacum filter off the the soultion off my perciptant and then let fully dry? i dont do very well with the math/ number configuring
I would look at th kpa of whatever your base molecule is, and use a solution of naoh and litmus until I got 2 whole numbers lower than the kpa, and I would declare that it was 100% deprotonated(100% of the molecules were on the base form). That's the method I read
