Local hometown connections

This is a problem and has been finding people likeminded who you can connect with in your local area .
Maybe there is a platform however I have not found it . A app or site that one can type his city and drug of choice etc to find his or her people . I am not tech savvy but would like to start a city or local party or discussion hookup board .anybody got any ideas ?
